There is no lateral increase in the disposal footprint of the landfill. Silva Industries, LLC, 550 Leissner School Road, Seguin, Texas 78155-1795 has applied to the Texas Commission on Environmental Quality (TCEQ) for an Air Quality Standard Permit for a Concrete Batch Plant with Enhanced Controls Registration Number 148826 to authorize the modification of the existing permanent concrete batch plant and construction of a second permanent concrete batch plant. The facility is proposed to be located at 1100 Sweet Home Road, Seguin, Guadalupe County, Texas 78155. This application was submitted to the TCEQ on August 18, 2022. The primary function of this plant is to manufacture concrete by mixing materials including (but not limited to) sand, aggregate, cement and water. The executive director has determined the application was technically complete on August 24, 2022.

    The Texas Commission on Environmental Quality (TCEQ) is closely monitoring drought conditions and streamflow across Texas. Persistent drought conditions can result in low or reduced streamflow and can cause shortages that may impact senior and superior water rights. The TCEQ is responsible for protecting senior and superior water rights and ensuring water right holders divert and/or impound water only as authorized by their permit.

  • Federal Emergency Management Agency's Preliminary Revised Flood Insurance Rate Map and Flood Insurance Study Report

    The Federal Emergency Management Agency (FEMA) has presented Guadalupe County with preliminary revised copies of the Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) Report cover letter dated May 18, 2022 for Guadalupe County, Texas and incorporated areas (click above link to view). The revised FIS Report describes the flood hazard information updates made and the source information used. FEMA only revised those FIRM panels with updated flood hazard information. The revised preliminary FIRM panels can be viewed and/or downloaded from the FEMA Portal or hard copies can be viewed in the Environmental Health Office. The proposed facility will emit the following air contaminants: particulate matter including (but not limited to) aggregate, cement, road dust, and particulate matter with diameters of 10 micros or less and 2.5 micros or less. This application was submitted to the TCEQ on January 4, 2022.
