    The Texas Groundwater Protection Committee (TGPC) recently completed the Joint Groundwater Monitoring and Contamination Report, 2022,Publication SFR-056/22 (Joint Report). The Joint Report catalogs contamination cases under enforcement in 2022 and is available on TCEQ’s website at: www.tceq.texas.gov/publications. The Joint Report and related information may also be obtained on the TGPC website at www.tgpc.texas.gov. State law required TCEQ notify appropriate local officials if groundwater contamination under TCEQ jurisdiction may affect drinking water supplies in the local officials’ area. This letter, along with the Joint Report, serves as a notification of documented groundwater contamination to county judges, local public health authorities, and ground water conservation districts.

  • Downtown Rezoning – Update to City of Cibolo Unified Development Code (UDC) regarding Section 4.7.4.4 Old Town Mixed Use Overlay District Regulations

    You received this notice because you are listed as a property owner for a property within the Old Town Mixed Use Overlay District or you are the property owner of a property within 200’ of the subject area. The City Council will be considering an ordinance that will change the setbacks for 33 specific lots (Exhibit A) that were rezoned to Single Family 4 (SF-4) on March 28, 2023. The reason you may be receiving this is because the City’s public notification requirements require all properties within the Old Town Mixed Use Overlay District to be notified of this change in addition to properties within 200’ of the Overlay District. In accordance with the Cibolo Code of Ordinance two public hearings will be held at which time you may share your public testimony regarding the proposed ordinance amending Section 4.7.4.4 of the UDC establishing these setbacks.     This Texas Commission on Environmental Quality (TCEQ or commission) is proposing to issue new Texas Pollutant Discharge Elimination System (TPDES) General Permit TXG310000. The new TPDES general permit proposes to authorize the discharge of, as well as prohibit the discharge of, a variety of waste streams from oil and gas extraction activities defined in the draft general permit as onshore stripper well facilities, coastal facilities, and territorial seas facilities. The purpose of this new TPDES general permit is to replace two existing U.S. Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) general permits TXG260000 (applicable to territorial seas facilities) and TXG330000 (applicable to onshore stripper well facilities and coastal facilities), and replace the need for onshore stripper well facilities coastal facilities, and territorial seas facilities to obtain individual Texas Railroad Commission permits.

The purpose of this new TCEQ general permit is to replace the need for Outer Continental Shelf facilities to obtain individual Texas Railroad Commission permits. The draft general permit applies to offshore oil and gas extraction operations located in the Gulf of Mexico between 3.0 and 10.2 statute miles from the Texas coastline as established in the draft general permit.
