The existing facility and/or related facilities are authorized to emit the following air contaminants: carbon monoxide, hazardous air pollutants, nitrogen oxides, organic compounds, particulate matter including particulate matter with diameters of 10 microns or less and 2.5 microns or less and sulfur dioxide.

Letter from Federal Emergency Management Agency (FEMA) received regarding Letter of Map Revision (LOMR) regarding Long Creek downstream of FM 1978 to SH-123, affecting the Flood Insurance Rate Map (FIRM) and Floor Insurance Study (FIS) report for Guadalupe County.

Guadalupe County received a letter from TCEQ regarding the application filed for Marion Oaks Municipal Utility District in Guadalupe County. We included a topographic map obtained from Cude Engineering for location reference purposes only.

APPLICATION. Guadalupe-Blanco River Authority, 933 E. Court Street, Seguin, Texas 78155, has applied to the Texas Commission on Environmental Quality (TCEQ) for a major amendment to Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0011378001 to authorize an increase in the discharge of treated domestic wastewater from a daily average flow not to exceed 950,000 gallons per day to an annual average not to exceed 2,950,000 gallons per day. TCEQ received this application on August 5, 2019. The Public Meeting is to be held on Tuesday, January 23, 2024 at 7:00pm at the GBRA River Annex located at 905 Nolan Street, Seguin, TX 78155.

Waste Management of Texas, Inc. has applied to the Texas Commission on Environmental Quality (TCEQ) for a major permit amendment to authorize a lateral landfill expansion to increase the size and waste disposal volume (capacity) of the facility. In addition to waste disposal, waste processing (including liquid waste solidification) and storage will occur on-site. The facility is located at 1700 Kohlenberg Road, New Braunfels, 78130 in both Comal and Guadalupe Counties, Texas. The TCEQ received this application on October 26, 2023. TxDOT Notice and Opportunity to Comment regarding FM 466 at Eastwood Dr (CSJs: 0216-03-034). Comments to TxDOT must be received on or before November 30, 2023.

APPLICATION AND PRELIMINARY DECISION. City of Marion, P.O. Box 158, Marion, Texas78124, has applied to the Texas Commission on Environmental Quality (TCEQ) under Texas Pollutant Discharge Elimination System (TPDES) Small MS4 General Permit No. TXR040000 for renewal of authorization number TXR 040493 to discharge stormwater to surface water in the state from the City of Marion MS4. The Notice of Intent (NOI) and Stormwater Management Program (SWMP) were received by the TCEQ on July 12, 2019.

Under Local Government Code Chapter 43, cities are required to notify certain public entities of all proposed annexations. On September 19th, 2023, approximately 1.8 +/- acres of land out of the Andrew Mitchell Survey in Guadalupe County and the Charles Henderson Survey in Hays County, generally located east of the intersection between Lovelady Lane and SH-123 (Case No. AN-23-09 Sedona North Lovelady Lane ROW); was processed by the City of San Marcos for annexation for full purposes. Common Street, New Braunfels, TX 78130, has applied to the Texas Commission on Environmental Quality (TCEQ) for a renewal of TCEQ Permit No. WQ0004438000, which authorizes the land application of Class B wastewater treatment plant of biosolids for beneficial use on 47.914 acres. This permit will not authorize a discharge of pollutants into waster in the state, TCEQ received this application on January 20, 2023.

TCEQ Notices: Guadalupe-Blanco River Authority (GBRA), Combined Notices of Receipt of Application and Intent to Obtain a Beneficial Land Use Permit (NORI) & Notice of Application and Preliminary Decision for Land Application for Biosolids Permit Renewal, Permit No. WQ0004438000 (The combined notice is being issued to update the applicant’s address from that address provided in the original NORI.)

The Texas Groundwater Protection Committee (TGPC) recently completed the Joint Groundwater Monitoring and Contamination Report, 2022,Publication SFR-056/22 (Joint Report). The Joint Report catalogs contamination cases under enforcement in 2022 and is available on TCEQ’s website at: www.tceq.texas.gov/publications. The Joint Report and related information may also be obtained on the TGPC website at www.tgpc.texas.gov. State law required TCEQ notify appropriate local officials if groundwater contamination under TCEQ jurisdiction may affect drinking water supplies in the local officials’ area. This letter, along with the Joint Report, serves as a notification of documented groundwater contamination to county judges, local public health authorities, and ground water conservation districts.

You received this notice because you are listed as a property owner for a property within the Old Town Mixed Use Overlay District or you are the property owner of a property within 200’ of the subject area. The City Council will be considering an ordinance that will change the setbacks for 33 specific lots (Exhibit A) that were rezoned to Single Family 4 (SF-4) on March 28, 2023. The reason you may be receiving this is because the City’s public notification requirements require all properties within the Old Town Mixed Use Overlay District to be notified of this change in addition to properties within 200’ of the Overlay District. This Texas Commission on Environmental Quality (TCEQ or commission) is proposing to issue new Texas Pollutant Discharge Elimination System (TPDES) General Permit TXG310000. The new TPDES general permit proposes to authorize the discharge of, as well as prohibit the discharge of, a variety of waste streams from oil and gas extraction activities defined in the draft general permit as onshore stripper well facilities, coastal facilities, and territorial seas facilities. The purpose of this new TPDES general permit is to replace two existing U.S. Environmental Protection Agency (EPA) National Pollutant Discharge Elimination System (NPDES) general permits TXG260000 (applicable to territorial seas facilities) and TXG330000 (applicable to onshore stripper well facilities and coastal facilities), and replace the need for onshore stripper well facilities coastal facilities, and territorial seas facilities to obtain individual Texas Railroad Commission permits.

The Texas Commission on Environmental Quality (TCEQ or commission) is proposing to issue new TCEQ General Permit WQG280000. This new TCEQ general permit proposes to authorize the discharge of, as well as prohibit the discharge of, a variety of waste streams from oil and gas extraction activities defined in the draft general permit as Outer Continental Shelf facilities. The purpose of this new TCEQ general permit is to replace the need for Outer Continental Shelf facilities to obtain individual Texas Railroad Commission permits. The draft general permit applies to offshore oil and gas extraction operations located in the Gulf of Mexico between 3.0 and 10.2 statute miles from the Texas coastline as established in the draft general permit.

Gram Vikas Partners, Inc., 215 West Bandera Road, #114-474, Boerne, Texas 78006, has applied to the Texas Commission on Environmental Quality (TCEQ) for new Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0015990001, to authorize the discharge of treated domestic wastewater at a daily average flow not to exceed 200,000 gallons per day.

Information filed with the referenced petition (application) indicates the land (173.827 acres) within the proposed Guadalupe County Municipal Utility District No. 6 (MUD) is located entirely outside the corporate limits of any municipality and is located, in who or in part, within Guadalupe County; therefore, Texas Water Code Section 54.0161, is applicable to this project.

APPLICATION: Guadalupe-Blanco River Authority, 933 E. Court Street, Seguin, Texas 78155, has applied to the Texas Commission on Environmental Quality (TCEQ) to renew beneficial land use Permit No. WQ0004438000 to authorize the land application wastewater treatment plant Class B biosolids for beneficial use on approximately 47.917 acres. The beneficial land use site is located at 976 Gerdes Road, Marion, in Guadalupe County, Texas 78124. TCEQ received this application on January 20, 2023. ADDITIONAL NOTICE. TCEQ’s Executive Director has determined the application is administratively complete and will conduct a technical review of the application.

Maruichi Stainless Tube Texas Corporation, 9-11, Kitashinagawa 5chome, Tokyo, Japan has applied to the Texas Commission on Environmental Quality (TCEQ) for issuance of Proposed Air Quality Permit Number 170858, which would authorize construction of a Stainless Steel Tube Preparation Facility located at 1621 8th Street, Seguin, Guadalupe County, Texas 78155. This application was processed in an expedited manner, as allowed by the Commission’s rules in 30 Texas Administrative Code, Chapter 101, Subchapter J. This application was submitted to the TCEQ on October 29, 2022. The proposed facility will emit the following contaminants: hydrofluoric acid, nitric acid, methanol, aluminum oxide, diethanolamine, triethanolamine, carbon monoxide, hazardous air pollutants, nitrogen oxides, organic compounds, particulate matter including paraticulate matter with diameters of 10 microns or less and 2.5 microns or less, lead and sulfur dioxide.

In compliance with Texas Water Code Section 54.0161, notification is hereby given that this application has been filed with the Texas Commission on Environmental Quality (TCEQ)

APPLICATION. Texas Veterinary Passages LLC., 5209 Farm-to-Market 775, Seguin, Texas 78155-8723 has applied to the Texas Commission on Environmental Quality (TCEQ) for an Air Quality Standard Permit, Registration Number 171525, which would authorize construction of an animal carcass incinerator. The facility is proposed to be located at 5209 Farm-to-Market 775, Seguin, Guadalupe County, Texas 78155. This application is being processed in an expedited manner, as allowed by the commission’s rules in 30 Texas Administrative Code, Chapter 101, Subchapter J. This application was submitted to the TCEQ on January 17, 2023. The primary function of this facility is to properly dispose of animal carcasses through incineration. The executive director has determined the application was administratively complete on January 20, 2023.

APPLICATION. Rattler Ridge, LLC, 1067 Farm-to-Market Road 306, Suite 106, New Braunfels, Texas 78130, has applied to the Texas Commission on Environmental Quality (TCEQ) for a new Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0016049001, to authorize the discharge of treated domestic wastewater at a daily average flow not to exceed 400,000 gallons per day.
